Comprehensive Multicultural and Multilingual Continuum of Care
The Hume Center’s comprehensive multicultural and multilingual continuum of care operates nine service departments out of two main, and three satellite, clinics as well as relevant on site services provided in the community and local schools. Our services are primarily performed in the Contra Costa and Alameda Counties, with some clinical services also available in the greater Bay Area.
We value professional and accessible services. Our clinicians are licensed in the state of California, and we have great pride in being able to provide services in multiple languages. We will do our best to accommodate your needs. Please let our staff know if your preferred language is not English, as we currently have staff and trainee fluency in: English, Arabic, Cantonese, Chinese, Dari, Farsi, French, German, Hindi, Mandarin, Portuguese, Punjabi, Spanish, Tamil, Urdu.
Richmond Outpatient Services
Our outpatient program aims to help our clients reduce or remove the psychological suffering they face every day. The program provides an individualized treatment plan to meet the unique needs of each client while incorporating and enhancing the larger support structures that support them throughout the majority of the week. Our staff, who are supervised by highly trained and licensed clinical psychologists, collaboratively work toward lasting health and stability.
What We Provide
We provide psychotherapy, care coordination (formerly called Case Management), and psychiatric services to adults through cultural- and language-specific services, including:
Assessment
Your therapist will work with you to assess what issues you are facing and how they are affecting your everyday life. You and your therapist will then collaboratively design treatment goals to address these issues and a treatment plan will be developed.
Individual Psychotherapy
After assessing your specific needs, individual psychotherapy will probably be offered to support you toward your treatment goals. Your therapist will aim to create a safe place where the work you do each week in psychotherapy will enhance your life and shed new awareness and insights on questions you may have been asking yourself for a while.
Couples Psychotherapy
Couples psychotherapy aims to provide a neutral space where you and your partner can work on your relationship together. Your therapist will support the two of you to find your path toward a relationship that enhances both of your lives and brings growth and new experiences to you both.
Family Psychotherapy
Families are systems, and sometimes the whole system needs to work together to work itself out of an issue. In family psychotherapy, your therapist will work to enable the whole family to find new ways to relate to each other and strengthen the family system.
Group Psychotherapy
Group psychotherapy can be a powerful support to the members of the group. Each session, you will have the opportunity to provide support to others and gain support from those same people. Offering support to others and accepting the difficulties they are facing can help you go a long way toward finding your own way through your own suffering. Staff
This program is staffed by licensed psychologists, psychiatric providers, a registered nurse, care coordinators, and highly trained registered psycholoical associates.
History of This Program
The Hume Center, which was founded in 1993 in Concord, expaned to serve the West Contra Costa County area in 2016. We opened our Richmond clinic in 2016 to provide outpatient services to adults 18 and older with Medi-Cal and Medicare/Medi-Cal insurance that are diagnosed with moderate to severe mental illness.
We also opened our Community Support Program West in 2016 in Richmod for adults 26 and older for adults diagnosed with severe mentl illness in West County that are high utilizers of psychiatric emergency services, involved with the justice system, and/or are homeless or in danger of homelessness.
Persons who are enrolled in our Community Support Program West who are reaady to graduate down from that intense level of services are stepped down to Richmond’s Outpatient Services, often with the same Primary Behavioral Health Cliniican overseeing their treatment plan and care.

Eligibility Criteria
Medi-Cal, Medicare, Medi-Medi, and some private health insurance with pre-authorization. We offer a Private Pay with Sliding Scale option with income verification.

William Bloxham, PsyD

Background:
To create a supportive and welcoming environment that facilitates personal growth for trainees, staff, and clients alike.
Career Progression:
Dr. Bloxham is the Acting Clinical Program Manager at the Hume Center’s Richmond office. He began his time at the Hume Center as an extern in the Rapid Resolution program, providing therapy support to seniors at high risk of becoming unhoused. He then completed his Pre and Post-Doctoral internships in the Hume Center’s CSP and CIOS programs. Dr. Bloxham obtained his psychology license in early 2023 and became a Clinical Supervisor before being offered his current role. William’s goal is to train service providers to provide empathic care, thereby ensuring that clients have the best chance at navigate life’s challenges.
Notable Achievements / Areas of Interest:
Dr. Bloxham’s theoretical orientation is integrative Psychodynamic Psychotherapy and his research interests are in the area of stereotypes in the cannabis industry. In his free time, William enjoys skateboarding and marathon running.
