Joty Sikand, PsyD

Chief Executive Officer / President

Since 2004, Dr. Joty Sikand has served as Chief Executive Officer and President of The Hume Center, leading its transformative evolution. Under her direction, the organization grew from a small Community Mental Health Center (CMHC) with a modest training program into a comprehensive system offering diverse program services across the behavioral health care continuum in Alameda and Contra Costa counties. Her 900%+ increase in revenue has significantly expanded the Center’s impact through diverse services and multidisciplinary training, including the recent launch of the Community Behavioral Health Training Center (CBHTC), established in partnership with Hume Center’s Founding President, Dr. Meji Singh.

A dedicated advocate across county, state, and national levels, Dr. Sikand has been instrumental in developing Prevention and Early Intervention services, reaching welfare populations and unserved populations partnering with 80 school and human services organizations. Her efforts strategically focus on reducing stigma and expanding access for underserved immigrant populations, notably through specialized health promotion programs for the South Asian and Latino communities. A key innovation is her pioneering of the Primary Behavioral Health Clinician (PBHC) model—a service design that utilizes doctoral clinical psychology professionals as the primary clinical care lead of a multidisciplinary team. This model improves functioning for individuals with serious mental illness and reduces the need for higher levels of care. Furthermore, she directed the development of integrated intensive outpatient programs for uninsured individuals, a community-defined approach recognized as effective under healthcare reform. 

A champion of collective leadership, Dr. Sikand has strategically pivoted her roles at the Hume Center to serve as both CEO and Chief of Community Mental Health (CCMH). This dual-leadership model anchors clinical excellence at the heart of the organization, seamlessly blending service-driven administration with visionary strategy to deliver sustainable impact and redefine modern nonprofit management.

Dr. Sikand holds a Doctorate in Clinical Psychology from The Wright Institute, Berkeley. Her extensive academic background also includes two Master’s degrees and two graduate certifications: one in Marriage, Family, and Child Counseling, and another in Organizational Development Consultation, complemented by a Bachelor’s degree from UC Berkeley. Her distinguished career has garnered numerous accolades, including a Recognition Award from the California State Senate and the Early Career Psychologist Award from the California Psychological Association. She has also served as a State Leadership Delegate for the American Psychological Association and was recognized as a Behavioral Health Champion by National Behavioral Health. Most recently, she was honored as a Spotlight BIPOC Affinity Leader by the Community Behavioral Healthcare Association of Illinois and the California Council of Community Behavioral Health Agencies.

Andree Alarcon is a distinguished early-career professional and a rising luminary who has elevated The Hume Center’s Finance Department to unprecedented heights. Serving as Vice President of Finance with a trajectory toward CFO, he is a mission-driven financial strategist dedicated to ensuring long-term organizational sustainability. A decisive leader, Andree expertly navigates complex regulatory shifts—most notably the transition to CalAIM payment reform and critical contractual evolutions with essential county partners such as ACBH and CCBH. His leadership fosters a culture of accountability, anchored in robust data metrics and sophisticated financial modeling.

Christopher J. Celio, PsyD

Vice President, Development & Research

Dr. Christopher Celio is the Vice President of Development and Research. He is a licensed psychologist, who started working in the mental health field in 2001 and originally trained to be a Child Psychologist, but found his calling when he joined the Hume Center as a Doctoral Intern in 2007. While this shifted his focus to serving adults diagnosed with serious mental illness, he brought with him an emphasis on the family and other systems that the consumer is a part of and a creative spirit that believes that healing and recovery can come through many surprising and outside-of-the-box pathways, beliefs, and persons.

Chris has helped Hume Center’s services in Contra Costa County expand into prevention and early intervention services, housing support, and full-service partnership services, which include case management, peer and family services, and homelessness prevention. He is currently working on a team at Hume Center developing behavioral health-informed independent housing.

Dr. Celio is excited about the impactful work being done by the Behavioral Health Consultation Training Center and is honored to be a part of it. Believing strongly in the power of the community, he has worked to create or support events like Mental Wellness Night with the Sharks, Community Living Room Conversations, and the annual Hope Cup Softball Tournament and Annual Bowling Tournament.

Dr. Celio is proud to have been awarded the Hope Award by the SPIRIT Classes of 2017, 2018, 2022, and 2024, the Community Partnership Award in 2018 and the Unsung Hero Award in 2022 by the Putnam Clubhouse, and the Committed Clinician Award by NAMI Contra Costa in 2019. He was honored to be chosen by Contra Costa Behavioral Health to moderate their first “Bust Stigma”; event at Brenden Theatre for Recovery Month 2019, by Putnam Clubhouse to moderate their Reimagine Mental Health Care Conference in 2020 and 2021, and by TogetherWell to speak as a panelist during their “The Power of Support and Advocacy in Peer Mental Health”; in 2021.

Vice President, Operations

Dr. Michael Cobbina, MSOL, MBA-HM, DMin, BCC, AIA is the Vice President of Operation. Michael is a compassionate and relationship based leader, who believes in collaborative partnership to achieve results. Dr. Cobbina previously served as the Support Services Administrative Services Manager, in charge of Volunteer Services and special projects at Kaiser Permanente Marin-Sonoma Service area, covering two medical centers, and also as a Chaplain at Santa Rosa Medical Center for 6 years, providing spiritual care and advocating for patients, families, and staff from varied spiritual and cultural backgrounds.

Dr. Cobbina has extensive experience in Patient Care Experience and enjoy coaching and supporting individuals and teams to meet department and organizational goals. Dr. Cobbina also co-facilitated sessions on Spirituality & Health in the Kaiser Santa Rosa Residency program, highlighting the important role diverse spiritual expressions play in the health of patients and providers and meaning of their work. Dr. Cobbina lived and worked in London for almost 10 years in various sectors including local government, before relocating to the US. Dr. Cobbina used these experiences when he greatly benefited Hume Center by joining our Board of Directors in 2022. This experience compelled him to join Hume Center more directly and so in May, 2024 he was hired as Vice President, Organizational Development and Operations, where he’ll use his extensive education and experience to enhance Hume Center’s operational goals .  Dr. Cobbina trained as a Biology teacher.  He holds a master’s degree in Pastoral Studies, from Loyola University, an MBA from Western Governors University, and a Doctorate in Ministry from Redlands Graduate School of Theology, and a Master of Science degree in Organizational Leadership also at Redlands. Dr. Cobbina has great passion for music and considers it therapeutic and spiritual expressions.

In her current role as Vice President for Quality Assurance and Children’s Clinical Services at the Portia Bell Hume Behavioral Health and Training Center, she spearheads clinical quality initiatives and oversees a comprehensive portfolio of behavioral health programs. Her leadership ensures that services are not only compliant with the highest standards of care but also deeply impactful for the populations they serve.

Background:
To create a space for healing and growth that allows participants in the Hume Center community to value themselves for who they are and find purpose in their lives. I value inner peace and ongoing growth in understanding and awareness because every person can reduce suffering and find joy. I use my healing, teaching, and leadership abilities to support greater understanding of serious mental health symptoms in order to promote delivery of personalized behavioral health treatments and reduce stigma.

Career Progression:
Dr. Schiltz is the Director of Adult Clinical and Community Support Services.

Born and raised in the Los Angeles area until 2006, Margaret left her job as a Business Operations Manager for a national financial services firm and moved to the Bay Area, in 2008, for a mid-life career change to attend the Wright Institute in pursuit of a doctoral degree in clinical psychology.

Margaret trained at the Hume Center Concord office first as a practicum student in Contra Costa Outpatient and then as a Pre-Doctoral Intern and Post Doctoral Fellow in both the Contra Costa Outpatient Program (CCOP) and the Partial Hospitalization Program (PHP) with additional practicum training in a substance use recovery program in Berkeley and at Kaiser Permanente Richmond.

During her doctoral training, Margaret developed an interest and expertise in working with psychosis and participants with serious, chronic behavioral health conditions. After completing her postdoc, Margaret worked briefly in the Community Support Program – East in Pittsburg. In February 2016 she became a Program Coordinator for the newly contracted Community Integrated Outpatient Services (CIOS) program in the new Richmond clinic, where she assisted
management members in starting up the new clinic. In July 2016 she became
Program Manager for the CIOS outpatient program in Richmond. Margaret
assisted with the transfer of 70 clients from Rubicon, the former provider, to the new Hume contract. In 2018 she took a Clinical Lead role and helped initiate the 2018-2019 Contra Costa Outpatient Program training year start, supervised 3 CCOP trainees and created and presented the new Trainee Cohort Didactic program for trainees in the adult services track while continuing to manage the CIOS program at the Richmond clinic.

June 2019 following the departure of the CSP-West manager, Margaret was promoted to Richmond Clinic Manager which includes
clinical supervision and management for both the CSP-West Full Service
Partnership program and the CIOS Outpatient program. 2021- 2023 was on the
Contra Costa County Council for Homelessness as the Behavioral Health Chair.

Background:
Leslie’s passion and interests lie in serving the underserved communities in his local area. To this end, his professional experience spans across a variety of settings, including schools, residential settings, level 14 group homes for adolescents, mobile crisis response teams, Assertive Community Treatment teams, and partial hospitalization (PHP) programs.

To ensure Hume integrates its clinical goals/mission with its business goals. This includes compliance with current regulations and clinical outcomes. To empower the various programs and managers to adjust to healthcare changes.

Career Progression:
Leslie Miao has a diverse background spanning clinical, administrative, and managerial roles which enable him to bring a wealth of experience to his current position. Leslie has held various positions within The Hume Center, which includes Intake Coordinator, Therapist, Quality Assurance Officer, Program Manager, Director of Clinical Services, Administrative Director, and now, Director of Compliance and Behavioral Health Operations.

Leslie has extensive experience in managing mental health treatment programs in Medicare-accredited Community Mental Health Centers and Medi-Cal-based treatment programs.

Background:
To support all Hume Center employees in remaining focused on our shared goal, which is to help the community deal with suffering and challenges that prevent the community from living a peaceful life.

Career Progression:
Dr. Alex Sanchez is currently the Acting Director of Training for the Doctoral Training Program, as well as the Clinical Director, providing leadership for the Hume Center’s Partial Hospitalization Program (PHP). He facilitates the Doctoral Level Didactic Training Track, provides clinical supervision for clinicians in training, and treats his own caseload of patients. He is a supervisor in the Mentored Internship Program, a project aimed at diversifying and growing the behavioral health workforce. Finally, he provides Community Behavioral Health Consultation to the staff of an outside agency, the People Who Care Children’s Association, as part of a special arrangement to support their mission of helping at-risk youth.

Dr. Sanchez has worked for over half a decade in classrooms as an educator, and for two decades in the field of mental health. He originally entered into the field while preparing for medical school, choosing to direct his career towards emotional healing rather than physical healing. His early training focused on research, assessment and behaviorism, which brought him into community mental health in the mid-2000’s, when he helped found the non-profit organization Community Options for Families and Youth. As the first employee and only psychologist, Dr. Sanchez laid the groundwork for the agency’s clinical model of practice, and assisted in developing the internal organizational structures of the company. After assisting in the growth of the company from 3 to 30 employees, Dr. Sanchez moved next to the Portia Bell Hume Behavioral Health and Training Center to continue his education in psychotherapy and consultation. He continues to practice at the Hume Center ever since.

Edna Olivares Gómez serves as the Director of Training of the Master’s Program at the Hume Center. Originally from Mexico City, her professional journey began in 2007 working in clinics, schools, and private practice, primarily focusing on children, adolescents, and families. She joined the Hume Center in 2018 as a Bilingual Associate Mental Health Clinician, with a primary focus on serving the Spanish-speaking population in the Tri-Valley area. Edna has taken on various leadership roles within the Hume Center. She became the lead consultant for the School Based Program within the Livermore Valley Joint Unified School District, providing essential consultation to district administrators, while rolling out and strengthening new programs and services. Additionally, she has played a crucial role in quality assurance and supervision within the outpatient and school-based programs.

Leslie Miao has a diverse background spanning clinical, administrative, and managerial roles which enable him to bring a wealth of experience to his current position. Leslie has held various positions within The Hume Center, which includes Intake Coordinator, Therapist, Quality Assurance Officer, Program Manager, Director of Clinical Services, Administrative Director, and now, Director of Compliance and Behavioral Health Operations.

I use my healing, teaching, and leadership abilities to support greater understanding of serious mental health symptoms in order to promote delivery of personalized behavioral health treatments and reduce stigma.

Career Progression:
Dr. Schiltz is the Director of Adult Clinical and Community Support Services.

Born and raised in the Los Angeles area until 2006, Margaret left her job as a Business Operations Manager for a national financial services firm and moved to the Bay Area, in 2008, for a mid-life career change to attend the Wright Institute in pursuit of a doctoral degree in clinical psychology.

Margaret trained at the Hume Center Concord office first as a practicum student in Contra Costa Outpatient and then as a Pre-Doctoral Intern and Post Doctoral Fellow in both the Contra Costa Outpatient Program (CCOP) and the Partial Hospitalization Program (PHP) with additional practicum training in a substance use recovery program in Berkeley and at Kaiser Permanente Richmond.

During her doctoral training, Margaret developed an interest and expertise in working with psychosis and participants with serious, chronic behavioral health conditions. After completing her postdoc, Margaret worked briefly in the Community Support Program – East in Pittsburg. In February 2016 she became a Program Coordinator for the newly contracted Community Integrated Outpatient Services (CIOS) program in the new Richmond clinic, where she assisted
management members in starting up the new clinic. In July 2016 she became
Program Manager for the CIOS outpatient program in Richmond. Margaret
assisted with the transfer of 70 clients from Rubicon, the former provider, to the new Hume contract. In 2018 she took a Clinical Lead role and helped initiate the 2018-2019 Contra Costa Outpatient Program training year start, supervised 3 CCOP trainees and created and presented the new Trainee Cohort Didactic program for trainees in the adult services track while continuing to manage the CIOS program at the Richmond clinic.

June 2019 following the departure of the CSP-West manager, Margaret was promoted to Richmond Clinic Manager which includes
clinical supervision and management for both the CSP-West Full Service
Partnership program and the CIOS Outpatient program. 2021- 2023 was on the
Contra Costa County Council for Homelessness as the Behavioral Health Chair.

Career Progression:
Dr. Alex Sanchez is currently the Acting Director of Training for the Doctoral Training Program, as well as the Clinical Director, providing leadership for the Hume Center’s Partial Hospitalization Program (PHP). He facilitates the Doctoral Level Didactic Training Track, provides clinical supervision for clinicians in training, and treats his own caseload of patients. He is a supervisor in the Mentored Internship Program, a project aimed at diversifying and growing the behavioral health workforce. Finally, he provides Community Behavioral Health Consultation to the staff of an outside agency, the People Who Care Children’s Association, as part of a special arrangement to support their mission of helping at-risk youth.

Dr. Sanchez has worked for over half a decade in classrooms as an educator, and for two decades in the field of mental health. He originally entered into the field while preparing for medical school, choosing to direct his career towards emotional healing rather than physical healing. His early training focused on research, assessment and behaviorism, which brought him into community mental health in the mid-2000’s, when he helped found the non-profit organization Community Options for Families and Youth. As the first employee and only psychologist, Dr. Sanchez laid the groundwork for the agency’s clinical model of practice, and assisted in developing the internal organizational structures of the company. After assisting in the growth of the company from 3 to 30 employees, Dr. Sanchez moved next to the Portia Bell Hume Behavioral Health and Training Center to continue his education in psychotherapy and consultation. He continues to practice at the Hume Center ever since.

Dr. Sabahrwal’s mission at the Hume Center is focused on implementing and expanding prevention early intervention services for unserved and underserved communities. Dr. Sabharwal is also interested in advocacy, social justice, equity, inclusion and representation within the field of psychology and emotional wellness.

Career Progression:
Dr. Sabharwal’s clinical expertise extends to providing therapy to individuals, families, and couples within the South Asian community in Punjabi, Hindi, and Urdu. She has been actively involved in initiating conversations around emotional wellness within the Punjabi community in the Bay Area and facilitating healthier communication to foster stronger relationships. Her interests in psychology focus on breaking stigmas of mental health and increasing utilization of mental health services in the South Asian community through outreach, psychoeducation, and culturally based services.

She joined The Hume Center in 2013 as a practicum student, providing services in the South Asian Community Health Promotion Services (SACHPS) program. She continued as a Pre-doctoral intern in the Alameda County Child, Youth, & Adult Outpatient Services program, as then as a Post-Doc Mental Health Clinician/Quality Assurance Specialist in the Fremont clinic’s SACHPS program. She became the permanent Program Coordinator for the SACHPS program in 2019, and upon licensure in 2021, she became its Manager. In 2022, she initiated a School-Based program at Fremont Unified School District and became the lead for that program. Additionally, she took on a supervisory role for a newly created Mentored Internship Program for undergraduate students and expanded her role within the training department to mentor master’s interns and doctoral level practicum students in both the SACHPS program and the Fremont School-Based Services program.

Dr. Sabharwal has a passion for ongoing advocacy work that has led to her creating the South Asian Mental Health Consortium. This is an organization that hosts the yearly South Asian Mental Health Conference. Dr. Sabharwal has presented on South Asian Mental Health at conferences across the United States and received recognition from the Asian American Psychological Association for her outstanding contributions to Asian American Psychology. Dr. Sabharwal has also recently co-authored a chapter focused on working with South Asian youth. Dr. Jessica Martins joined The Hume Center as a Post-Doctoral Fellow in August 2016, providing services in the Tri-Valley School Based Services program and Outpatient clinic in Pleasanton. Recognized for her dedication and commitment to her clients and the program, she was promoted to the role of Mental Health Clinician in August 2017. Jessica’s strengths in promoting the quality of clinical services and documentation led to her promotion to Mental Health/Quality Assurance Specialist in June 2018. She furthered her leadership role upon becoming licensed in November 2018, assuming a clinical supervisory position in the Pleasanton programs.

In July 2020, Jessica took on an acting role as a Clinical Program Manager, supporting the expansion of services across 9 additional school sites in the Tri-Valley School Based program. Her commitment to prevention and behavioral health promotion approaches has been evident throughout her tenure, as she has actively engaged with caregivers, school administrators, social workers, and other stakeholders to promote healthy functioning and social-emotional wellness within the community. Jessica possesses a special skill in coordinating and leading crisis services when needed to support districts during urgent situations.

Dr. Bloxham obtained his psychology license in early 2023 and became a Clinical Supervisor before being offered his current role. Since 2004, Dr. Joty Sikand has served as Chief Executive Officer and President of The Hume Center, leading its transformative evolution. Under her direction, the organization grew from a small Community Mental Health Center (CMHC) with a modest training program into a comprehensive system offering diverse program services across the behavioral health care continuum in Alameda and Contra Costa counties. Her 900%+ increase in revenue has significantly expanded the Center’s impact through diverse services and multidisciplinary training, including the recent launch of the Community Behavioral Health Training Center (CBHTC), established in partnership with Human Liberations Founder and Hume Center’s Founding President, Dr. Meji Singh. A dedicated advocate across county, state, and national levels, Dr. Sikand has been instrumental in developing Prevention and Early Intervention services, reaching welfare populations and unserved populations partnering with 80 school and human services organizations. Her efforts strategically focus on reducing stigma and expanding access for underserved immigrant populations, notably through specialized health promotion programs for the South Asian and Latino communities. A key innovation is her pioneering of the Primary Behavioral Health Clinician (PBHC) model—a service design that utilizes doctoral clinical psychology  professionals as the primary clinical care lead of a multidisciplinary team. This model improves functioning for individuals with serious mental illness and reduces the need for higher levels of care. Furthermore, she directed the development of integrated intensive outpatient programs for uninsured individuals, a community-defined approach recognized as effective under healthcare reform. A champion of collective leadership, Dr. Sikand has strategically pivoted her roles at the Hume Center to serve as both CEO and Chief Clinical Mental Health (CCMH). Dr. Chris Celio is a licensed psychologist, who started working in the mental health field in 2001 and originally trained to be a Child Psychologist, but found his calling when he joined the Hume Center as a Doctoral Intern in 2007. While this shifted his focus to serving adults diagnosed with serious mental illness, he brought with him an emphasis on the family and other systems that the consumer is a part of and a creative spirit that believes that healing and recovery can come through many surprising and outside-of-the-box pathways, beliefs, and persons.

Chris has helped Hume Center’s services in Contra Costa County expand into prevention and early intervention services, housing support, and full-service partnership services, which include case management, peer and family services, and homelessness prevention. He is currently working on a team at Hume Center developing behavioral health-informed independent housing.

Dr. Celio is excited about the impactful work being done by the Behavioral Health Consultation Training Center and is honored to be a part of it. Believing strongly in the power of the community, he has worked to create or support events like Mental Wellness Night with the Sharks, Community Living Room Conversations, and the annual Hope Cup Softball Tournament and Annual Bowling Tournament.

Margaret “Megan” Ann Jessop, PsyD, is a distinguished licensed clinical psychologist with over two decades of experience dedicated to advancing the field of community mental health and child development. Licensed in both California and Indiana, Dr. Jessop has built a career centered on clinical excellence, innovative program architecture, and the strategic strengthening of family ecosystems.

In her current role as Vice President for Quality Assurance and Children’s Clinical Services at the Portia Bell Hume Behavioral Health and Training Center, she spearheads clinical quality initiatives and oversees a comprehensive portfolio of behavioral health programs. Her leadership ensures that services are not only compliant with the highest standards of care but also deeply impactful for the populations they serve.

Dr. Jessop is a visionary in the realm of community-based prevention and workforce development. Her career highlights include:

• Systemic Innovation: Developed groundbreaking coping skills programs, including the “Buddy a Problem Solving Detective” for Early Childhood Mental Health (ECMH), tailored specifically for the young children of the Welfare-to-Work population to support emotional development and break cycles of problematic behavior.

• Community Integration: Designed and implemented prevention services within natural community settings, increasing accessibility for underserved families and providing expert consultation to case managers and social workers focused on empowering parents to reduce dependency on public aid and foster self-sufficiency.

• Academic Leadership: Significantly expanded the Hume Center’s Training Department, elevating its status toward national recognition through APPIC accreditation.

• Workforce Specialization: Pioneered the Family Partner MHRS Training Track, creating a sustainable pipeline for specialized mental health rehabilitation services.

Background:
To create a space for healing and growth that allows participants in the Hume Center community to value themselves for who they are and find purpose in their lives. I value inner peace and ongoing growth in understanding and awareness because every person can reduce suffering and find joy. I use my healing, teaching, and leadership abilities to support greater understanding of serious mental health symptoms in order to promote delivery of personalized behavioral health treatments and reduce stigma.

Career Progression:
Dr. Schiltz is the Director of Adult Clinical and Community Support Services.

Born and raised in the Los Angeles area until 2006, Margaret left her job as a Business Operations Manager for a national financial services firm and moved to the Bay Area, in 2008, for a mid-life career change to attend the Wright Institute in pursuit of a doctoral degree in clinical psychology.

Margaret trained at the Hume Center Concord office first as a practicum student in Contra Costa Outpatient and then as a Pre-Doctoral Intern and Post Doctoral Fellow in both the Contra Costa Outpatient Program (CCOP) and the Partial Hospitalization Program (PHP) with additional practicum training in a substance use recovery program in Berkeley and at Kaiser Permanente Richmond.

During her doctoral training, Margaret developed an interest and expertise in working with psychosis and participants with serious, chronic behavioral health conditions. After completing her postdoc, Margaret worked briefly in the Community Support Program – East in Pittsburg. In February 2016 she became a Program Coordinator for the newly contracted Community Integrated Outpatient Services (CIOS) program in the new Richmond clinic, where she assisted
management members in starting up the new clinic. In July 2016 she became
Program Manager for the CIOS outpatient program in Richmond. Margaret
assisted with the transfer of 70 clients from Rubicon, the former provider, to the new Hume contract. In 2018 she took a Clinical Lead role and helped initiate the 2018-2019 Contra Costa Outpatient Program training year start, supervised 3 CCOP trainees and created and presented the new Trainee Cohort Didactic program for trainees in the adult services track while continuing to manage the CIOS program at the Richmond clinic.

June 2019 following the departure of the CSP-West manager, Margaret was promoted to Richmond Clinic Manager which includes
clinical supervision and management for both the CSP-West Full Service
Partnership program and the CIOS Outpatient program. 2021- 2023 was on the
Contra Costa County Council for Homelessness as the Behavioral Health Chair.

Background:
To support all Hume Center employees in remaining focused on our shared goal, which is to help the community deal with suffering and challenges that prevent the community from living a peaceful life.

Career Progression:
Dr. Alex Sanchez is currently the Acting Director of Training for the Doctoral Training Program, as well as the Clinical Director, providing leadership for the Hume Center’s Partial Hospitalization Program (PHP). He facilitates the Doctoral Level Didactic Training Track, provides clinical supervision for clinicians in training, and treats his own caseload of patients. He is a supervisor in the Mentored Internship Program, a project aimed at diversifying and growing the behavioral health workforce. Finally, he provides Community Behavioral Health Consultation to the staff of an outside agency, the People Who Care Children’s Association, as part of a special arrangement to support their mission of helping at-risk youth.

Dr. Sanchez has worked for over half a decade in classrooms as an educator, and for two decades in the field of mental health. He originally entered into the field while preparing for medical school, choosing to direct his career towards emotional healing rather than physical healing. His early training focused on research, assessment and behaviorism, which brought him into community mental health in the mid-2000’s, when he helped found the non-profit organization Community Options for Families and Youth. As the first employee and only psychologist, Dr. Sanchez laid the groundwork for the agency’s clinical model of practice, and assisted in developing the internal organizational structures of the company. After assisting in the growth of the company from 3 to 30 employees, Dr. Sanchez moved next to the Portia Bell Hume Behavioral Health and Training Center to continue his education in psychotherapy and consultation. He continues to practice at the Hume Center ever since.

I am committed to serving marginalized populations, particularly Spanish-speakers and immigrants, by developing and implementing programs aimed at supporting children, youth, and their families. I am dedicated to preparing clinicians who will make a meaningful impact on the lives of their clients.

Career Progression:
Edna Olivares Gómez serves as the Director of Training of the Master’s Program at the Hume Center. Originally from Mexico City, her professional journey began in 2007 working in clinics, schools, and private practice, primarily focusing on children, adolescents, and families. She joined the Hume Center in 2018 as a Bilingual Associate Mental Health Clinician, with a primary focus on serving the Spanish-speaking population in the Tri-Valley area. Edna has taken on various leadership roles within the Hume Center. She became the lead consultant for the School Based Program within the Livermore Valley Joint Unified School District, providing essential consultation to district administrators, while rolling out and strengthening new programs and services. Additionally, she has played a crucial role in quality assurance and supervision within the outpatient and school-based programs.

Notable Achievements / Areas of Interest:
Edna’s dedication to training and supervision led her to become a Licensed Clinical Supervisor in 2021, providing guidance to clinicians in Alameda and Contra Costa County programs. Recognizing her expertise and commitment, she was appointed to lead Hume’s clinical training for child and youth services in 2022. In 2023, she assumed the role of Director of Training of the Master’s Program.
